Mandatory Birth Certificates
According to the Passports (Amendment) Rules, 2025, applicants who were born on or after October 1, 2023, must present a birth certificate from the Municipal Corporation, the Registrar of Births and Deaths, or any other authority permitted by the Registration of Births and Deaths Act, 1969.

Documents For Applicants Born Before October 2023
The government still recognises several papers as legitimate evidence of birth for anybody born before October 1, 2023. These consist of:
- Birth Certificate: Provided by the Municipal Corporation or the Registrar of Births and Deaths.
- Educational Certificates: Certificates of matriculation, transfer, or school leaving from accredited educational establishments.
- The Income Tax Department issues PAN cards.
- Government Service Records: Documents from government workers’ service records or pension orders that have been properly authenticated by the appropriate department.
- Driver’s license: issued by the transport department of the relevant state government.
- The Election Commission of India issues election picture ID cards.
- Policy bonds issued by the Life Insurance Corporation of India or other public sector insurance organisations are known as life insurance policies.
These clauses give applicants freedom by letting them select from a variety of papers to confirm their birthdate.
