Government has made it mandatory for kids to wear helmets and safety harness if they are going on a bike with adults. Helmet manufacturers have been asked to manufacture helmets in size for kids so that gap within the market can be filled.
Under new rule if kids will be found not wearing helmet and safety harness then it will attract a penalty of Rs 1000 and driving license of the person will also be suspended for 3 months. Amendment has been made to Central Motor Vehicles Rules, 1989. The children up to age four are covered under the rule.
The new rule also states that two wheeler with kid on it should have to drive at a maximum speed of 40 km/hr. The government was working to bring this amendment for past one year. In October last year government released a draft notification to take opinion of people on the matter.

Government has already asked helmet manufacturers to make helmets in kids size. It has also given specifications of safety harness. Harness should form a shoulder loop that will make sure that kid is secure to the driver. Bureau of Indian Standards (BIS) has said that harness should be adjustable, durable, light weight and water proof.
Manufacturers should make harness only by using multifilament nylon or heavy nylon material and should have high density foam that can hold weight up to 30 kg smoothly. The kids that are below four years of age should wear bicycle helmet, crash helmet that are made as per standards set by government.
