Taking in cognizance of the condition of laborers in the pollution hit Delhi the National Green Tribunal (NGT) has suggested a stipend to be paid to them during the construction ban.

Taking suo motu cognizance of reports on high pollution levels in Delhi the NGT summoned senior officials of Delhi along with Cheif Secretary. NGT’s suggestions, in regards to stipend, however, were directed towards the central government.
NGT advised the Delhi government to consider involving civil defense volunteers to spread awareness about the curbing of burning garbage at the local level. The bench of NGT headed by Justice Adarsh Kumar Goel also summoned senior officials from the Union Environment Ministry, the Central Pollution Control Board and the Delhi Pollution Control Committee.
The NGT told the officials that manual labourers are “worst hit” by the construction ban. They loose there employment and face difficulties as they are based on daily-wages to fulfill their necessary requirements added the tribunal.
The tribunal asked the officials to work out a plan under the Building and Other Construction Workers Act or chalk out a business model where a token money or stipend is paid to workers during the period of ban.
NGT also discussed the issue of stubble burning with the officials. It suggested the authorities to consider setting up of self-help groups at village levels, comprising government officials, to spread awareness among the public.
