The revenue department has issued a notification requiring persons asking for a domicile, income, or solvency certificate to provide their Aadhaar cards, or proof of application for an Aadhaar ID if they do not have one. Until the ID is granted, the applicant might provide numerous alternative forms of identification for document issuance.
While focusing on that the Aadhaar card is not and cannot be made mandatory, an official noted that individuals would be encouraged to submit the ID in order to have complete information on beneficiaries of various government projects in the state.
The Aadhaar data would also be beneficial for the launch of the family ID system, for which the planning department has begun gathering beneficiary information. This was the first time Section 7 of the Aadhaar Act, 2016, was utilized for these certifications, according to PN Singh, secretary of revenue.
Following the publication of this order, applicants seeking caste, residence, income, or solvency certifications would be required to provide confirmation of Aadhaar number ownership or undergo Aadhaar authentication. A person “shall be required to apply for Aadhaar enrolment before registering for the issuance of the certificate, if he is entitled to obtain the aadhaar under section 3 of the Aadhaar card act.”
The judgment further states that “no child shall be denied any certificate based on failure to provide the aadhaar card or proof of application as long as other forms of identification are provided.”
The initiative was undertaken to establish state-wide uniformity in the collecting of beneficiary data, particularly in light of the Family ID system. “After this notification, if someone from the same family wants to apply for a certificate, it will be very easy because all of their information will be available under a common ID on the government portal,” said Alok Kumar, principal secretary for planning, who is leading the Family ID scheme’s implementation.
