Uttar Pradesh to Revolutionize Stamp and Property Registration with Smart Reforms

The Uttar Pradesh government is set to bring a major transformation to its stamp and registration system, making the entire process faster, simpler, and more transparent for its citizens. Soon, people will be able to buy commonly used stamp papers worth Rs 10, Rs 20, Rs 50, and Rs 100 from automated vending machines, which will operate much like bank ATMs. This move targets stamp paper denominations with an annual sale of roughly Rs 800 crore, streamlining a huge part of everyday transactions.

Simpler, Affordable Registration and Modernized Verification

A significant reform will introduce a fixed registration fee for tenancy agreements, ranging between Rs 500 and Rs 1,000. This change aims to protect both landlords and tenants by encouraging legal registrations instead of unregistered contracts, which are currently widespread due to expensive stamp duty rates often set at 4%. To further ease property transfers, a QR code-based verification system will be implemented. This feature will allow buyers to scan codes to instantly access crucial details such as ownership history, transaction records, and the seller’s legal standing. Additionally, historical property ownership information will be accessible online within six months, enhancing transparency in property dealings.

Streamlining Records and Boosting Efficiency

Linking land registry records directly with the Revenue Department will eliminate delays that currently take over a month to reflect new ownership after registration. Revenue officers will be stationed at registration centers to speed up this process. There are also plans to simplify family property settlements, enabling arrangements involving up to four generations for a set fee of Rs 5,000.

Over recent years, property registrations have surged dramatically—from 16 lakh registrations in 2017-18 to nearly 50 lakh. Stamp and registration revenues have also more than doubled, reaching close to Rs 35,000 crore in 2025. Furthermore, the complex criteria used to calculate stamp duty will be significantly reduced from 42 to about 18-20, providing clearer guidelines for residential, commercial, and agricultural property transactions.

Efforts are underway to complete property verification within three months after purchase and upgrade registration offices to function similarly to passport service centers, alongside accelerating the digitalization of land records. These comprehensive reforms promise to make property transactions in Uttar Pradesh more user-friendly, efficient, and transparent than ever before.
