Delhi Tightens Rules: Only Voter ID or Passport Accepted as Proof of Citizenship in Crackdown on Illegal Residents

The campaign against illegal foreign nationals in Delhi has reached a new level, with authorities now mandating stricter documentation to prove Indian citizenship. As per the latest directive from the central government, Delhi Police will only accept a Voter ID card or an Indian passport as valid proof of citizenship for individuals suspected of living illegally in the city. Popular documents like Aadhaar, PAN, and ration cards are no longer considered sufficient evidence.

This move comes after police verification drives revealed that many illegal migrants, especially from Bangladesh and the Rohingya community, were using Aadhaar, PAN, and ration cards to falsely claim Indian citizenship. Some were also found with refugee cards issued by the UNHCR. The widespread misuse of these documents made it difficult to distinguish genuine citizens from illegal residents, prompting the government to tighten the rules and rely solely on Voter ID cards and passports for verification.

Stepped-Up Surveillance and Deportation Efforts

Delhi Police have instructed district-level officers to closely monitor suspicious foreign nationals in their jurisdictions. The ongoing crackdown has already resulted in the repatriation of over 400 Pakistani nationals out of an estimated 3,500 living in the capital. The campaign especially targets those residing without proper documentation, to deport all illegal immigrants. Notably, while action is being taken against most foreign nationals, Hindu refugees with long-term visas have been granted relief.

Visa Policy Overhaul After Recent Attacks

In the wake of the recent terror attack in Pahalgam, the central government has also begun cancelling visas for Pakistani nationals, except for those holding diplomatic, medical, or long-term visas. From April 29, even medical visas will become invalid. Delhi Police and intelligence agencies are actively compiling lists of Pakistani nationals and issuing notices for their departure, reinforcing the government’s zero-tolerance approach to lapses in citizenship verification.

Nationwide Impact Possible

This decisive policy not only strengthens security in the capital but also sets a precedent that could be adopted by other states. Going forward, only a Voter ID card or passport will be accepted as proof of Indian citizenship for suspected foreign nationals in Delhi, marking a significant shift in how authorities address illegal immigration.
