Why is fuel price different in every state?

It is done by OMCs, Oil Marketing Companies which includes Bharat Petroleum Corporation Ltd (BPCL), Oil Corporation Ltd (IOCL) and Hindustan Petroleum Corporation Ltd (HPCL). It differs from state to state due to the difference between the local taxes like VAT and freight charges.
