Vintage car and bike owners in Uttar Pradesh now have the opportunity to officially register their prized possessions under the “vintage” category. The state transport department has rolled out this facility in line with the Ministry of Road Transport and Highways’ 2021 notification, bringing clarity and compliance while helping preserve the legacy of such vehicles.
Officials stated that the initiative is not just about registration but also about safeguarding the unique value and history associated with these vehicles. By streamlining the process, owners can now maintain proper records while ensuring their collectibles are recognized under a dedicated regulatory framework.
How the Registration Process Works
The facility has been introduced under the Central Motor Vehicles Rules, 1989. Until the Uttar Pradesh government finalizes its own Standard Operating Procedure (SOP), applications will be processed strictly as per central guidelines.
Transport Commissioner Brajesh Narain Singh emphasized that the scheme has been designed to balance citizen convenience with regulatory requirements. These vehicles are not meant for daily or commercial use; instead, they must retain their original technical setup, body design, and engine.
As per central norms, eligible vintage vehicles include two-wheelers (L1/L2) and four-wheelers (M1) that are at least 50 years old from the date of first registration after their sale, provided they remain unaltered in terms of chassis, body shell, or engine. Tractors and other categories do not qualify under this rule.
Applicants must approach their local RTO or ARTO office, where Motor Vehicle Inspectors will verify originality and maintain photographic records. The processing timeline has been fixed at 60 days.
The registration fee is set at ₹20,000 for new certification, with a renewal charge of ₹5,000. Each registration certificate will be valid for 10 years, and subsequent renewals will extend validity by five years at a time.
Unique Number Plates and Restrictions
Vintage vehicles will be issued distinctive number plates in the format “UP VA YY xxxx” (for example, UP VA AA 0001). Unlike modern vehicles, they are exempt from High-Security Registration Plates (HSRP).
However, authorities have made it clear that such vehicles cannot be used for daily commuting or commercial activities. This restriction will be explicitly mentioned on the Registration Certificate to avoid misuse.
Pending applications are being given priority, and owners can check details through their nearest RTO/ARTO or the VAHAN portal. Once the state approves its final SOP, more detailed instructions will be communicated officially.
