Delhi to Restrict Non-BS6, Non-CNG, Non-EV Commercial Vehicles Starting Nov 1

Delhi is taking bold steps to fight air pollution with the launch of the Air Pollution Mitigation Plan 2025. This new plan, announced by Chief Minister Rekha Gupta, aims to make the city’s air cleaner, healthier, and greener by targeting pollution from vehicles, dust, waste, and more.

What’s Changing from November 1, 2025?

  • Only BS-VI, CNG, or electric commercial vehicles will be allowed to enter Delhi.
  • Older, polluting vehicles will be stopped at the borders using Automatic Number Plate Recognition (ANPR) cameras.
  • End-of-Life Vehicles (EoLVs) will be barred from entering the city.

Key Highlights of the Plan

1. Greener Mobility

  • Over 5,000 new electric buses will be added to Delhi’s roads.
  • 2,299 electric autos will be stationed at major Metro stations.
  • 18,000 public and semi-public EV charging points will be set up at malls, transit hubs, and commercial areas.
  • 80% of government vehicles will shift to clean fuel.
  • Only electric vehicles will be allowed in sensitive ecological zones like forests and protected areas.

2. Stricter Vehicle Emission Controls

  • ANPR cameras at all border entry points and petrol pumps to spot and block old, polluting vehicles.
  • Real-time alerts and warnings for vehicles that don’t meet the standards.
  • Pollution Under Control (PUC) centres will be audited every six months to ensure compliance.

3. Tackling Dust and Construction Pollution

  • Anti-smog guns will be installed on large commercial buildings.
  • Mist sprayers will be set up across 13 pollution hotspots.
  • Over 1,000 water sprinklers will be deployed to control dust.
  • Strict enforcement at construction and demolition sites.

4. Green Drives and Tree Plantation

  • 70 lakh saplings will be planted under the “Ek Ped Maa Ke Naam” campaign.
  • Massive greening efforts in parks, along roads, and in open spaces.

5. Innovative Technology for Clean Air

  • Pilot project for cloud seeding to induce artificial rain, in collaboration with IIT Kanpur.
  • Smart traffic management systems to reduce congestion and emissions.
  • Six new air quality monitoring stations for real-time data.

What’s Not Coming Back?

  • The Odd-Even scheme will not be revived, as it was found to be inconvenient and not effective enough for long-term change.

Why This Matters

Delhi’s air pollution has been a year-round crisis, affecting the health of millions. This new plan is designed to bring real, visible improvements by combining strict rules, new technology, and community participation. The goal: a cleaner, greener, and healthier Delhi for everyone.
